Instead of enforcing a part of the treaty that makes no sense, the treaty must be revised.

Maybe it's the treaty itself that's problematic. In the first place, marijuana is not a narcotic. The drug war's biggest weapon is propoganda. Public support for criminal prosecution is misguided. There is a central issue of freedom and personal sovereignty. Conservatives are always quick to extoll the virtues of personal responsibility, but are unwilling to put their money where their mouth is when it comes to recreational drug use. To pit it another way, it's nobody's business what I eat, drink, smoke, snort, inject, read or think, as long as I harm no other. Of course, we're talking about a multi-billion dollar industry of surveillance, enforcement, courts, and incarceration. The people who gain financially from the drug war won't give up without a fight.
