Gov. John Kasich’s State of the State Address: OHA statement

Ohio hospitals have delivered a package of initiatives that fit within Gov. John Kasich’s call for all Ohioans to work together, employing innovation and common sense, for a better Ohio. In his first State of the State address yesterday, the governor stressed the need for creative solutions to control costs and enact far-reaching reforms to help Ohio deal with an unprecedented $8 billion budget deficit and move the state forward. Ohio hospitals have worked for months to deliver a $2.2 billion proposal to the administration to be part of the state’s budget solution. Hospitals believe these changes can help preserve adequate funding for the Medicaid program and hope they will be included in the governor’s budget when it is introduced March 15.

In his first State of the State address yesterday, the governor stressed the need for creative solutions to control costs and enact far-reaching reforms to help Ohio deal with an unprecedented $8 billion budget deficit and move the state forward. Ohio hospitals have worked for months to deliver a $2.2 billion proposal to the administration to be part of the state’s budget solution. Hospitals believe these changes can help preserve adequate funding for the Medicaid program and hope they will be included in the governor’s budget when it is introduced March 15.

“Not only will the state benefit but patients and employers will gain from the groundbreaking initiatives hospitals have identified to produce savings for Medicaid while transforming the delivery of care. Hospitals’ commitment is consistent with the governor’s goals for a better Ohio,” said James Castle, president and CEO of the Ohio Hospital Association.

BACKGROUND
The Ohio Hospital Association has proposed a creative package of new revenue and Medicaid cost-savings for the next state budget totaling $2.2 billion. The OHA package calls for hospitals to temporarily continue paying a corporate franchise fee that would bring in $1.2 billion to the state to help fill an estimated $8 billion budget hole. Another $1 billion in savings would come from expanding hospitals’ already strong commitment to quality and patient safety by growing initiatives to speed healing time, reduce and prevent hospitalizations and enhance how patients move between care settings. Continuing the franchise fee is proposed as a short-term measure but hospitals are dedicated to expanding and enhancing their ongoing efforts to increase quality and reduce health care costs.
