With the rush to fix errors by the end of the month on the HealthCare.gov website, the portal for the federal health insurance exchange, some significant work remains to be done. Henry Chao, the deputy CIO with the Centers for Medicare and Medicaid told a House Energy and Commerce Subcommittee Hearing that 30 percent to 40 percent of back office systems are still being developed and tested, in the latest update on Obamacare.

The New York Times quoted Chao:

“We have yet — we still have to build the financial management aspects of the system, which includes our accounting system and payment system and reconciliation system.”

The tool is supposed to transmit information on government subsidies for many enrollees to offset the costs of premiums.

Politico points out that these services were not due to come online until December. But this news, coupled with earlier problems caused by the website going live before adequate testing was done, amplifies concerns, particularly for smaller payers. Will sufficient time be allotted to test these back office systems before rushing to make them live?
